How can I merge a layer with effects with another layer without effects?

This is a pretty wordy question but here it goes: I want to try and merge two layers(one with effects one without) without the effect effecting the resulted merged layer. I only want the one layer that I put the effect to stay that effect while the other stays normal. Is there any way to do this?

If you want to treat the objects as one, you don't merge them, you wrap them inside a container, i.e. put them inside a graphic symbol, that you can tween on the outside as one object, while on the inside you can have other animation.

In Flash terminology this is called nesting.

 

To convert your 3 layers to a symbol you can select the layers, right-click and choose 'layers to symbol' or you can create a new symbol and paste your layers or your frames inside.

 

Nesting and controlling nested timelines via stopping, looping or playing once of graphic symbols is fundamental to the effective use of Flash/Animate.

Select both files. Cut them. then paste them the same layer.

Doesn't work, it just pastes the layers seperately in the timeline.

Break your symbols apart and then you'll be able to merge them all together by copying and pasting them on the same timeline layer.

If I understand you correctly, you could try...
1. Duplicate the layer (with effect)
2. Select the duplicate layer and delete the effect
3. Select the layer from step 2 and select the layer you want to merge it with
4. Right-click over one of the selected layers and click on MERGE LAYERS

Sadly it doesn't work. This is what happens when I do that which is not what I want. Thank you for your help though.

Basically I want it to look like this on the same layer so I can tween them to move together. I know parenting is a thing you can do in animate, however I need to be able to attach certain layers to other layers and that just won't work if they already have attachments to something else. But when I try to merge it it looks like this. (The effect is applied to the whole of the layer)

I want it to look like this when merged.
