Is it possible to create a custom avatar from existing video

Is it possible to create a custom avatar from existing video, and alter what the person is saying/or singing via input text? If not in Animate, does Adobe do anything like that?

is this a dynamic app with the user inputting text and that text being converted to speech?

Yes. It'd be video with someone singing , but i'd want to be able to alter what they were singing, so I could add my own vocal track. I think one problem is if they're in front of a microphone it doesn't work so well. It woudln't be generating a video from a photo though.
