Publishing only works once

After publishing a project (Javascrip/HTML) to check if it looks good, in the clip in the browser there are some graphics missing and clip looks broken. Only after restarting Software or closing file and load again, it works fine again, but only the first time publishing.

Why do I have to open the fla again to get a proper publishing file?

Adobe Animate CC 19.1

macOS Mojave
