Trouble with Paint Bucket Tool

I'm currently outlining something in adobe animate, but every time I go to fill in something with color (I use the bucket tool for the sake of time), it fills it on the same layer. I even have the separate layer selected that I want it to fill on, but it still fills it in on the outline layer. This is a problem because I want to add shading to this animation, but I can't really do it cleanly. Is there a way to fix this? Or do you just have to deal with it?

Hi EchoFoxx123,

There's always something very minor which is ignored which causes the issues such as paint bucket not filling an object properly.
