Trouble with Paint Bucket Tool

I'm currently outlining something in adobe animate, but every time I go to fill in something with color (I use the bucket tool for the sake of time), it fills it on the same layer. I even have the separate layer selected that I want it to fill on, but it still fills it in on the outline layer. This is a problem because I want to add shading to this animation, but I can't really do it cleanly. Is there a way to fix this? Or do you just have to deal with it?
