Is it possible with adope premiere or aftereffects to create some effects like in this video(and how can i find the options) (0;40) https://youtu.be/tt7gP_IW-1w?t=40s .

Is their a special name for this kind of effects and is it difficult to imlement in the videos(im beginner).

That's a pretty advanced bit of FX there ... I would guess probably using some AfterEffects or other such specialty FX program, and then probably with some costly plugins.

You might post your question on the AfterEffects board, as the experts over there would be far more likely to have suggestions. Not that they'd be easy to accomplish ... that's a nifty bit of work!
