Hi, from this page can I download this sfx freely or I have to give attribution or pay for a subscription?

The limits (effectively there aren't any) that apply to the effects files are defined in the General Terms of Use. Specifically, as far as the downloadable assets are concerned, you should look at item 3.6 which covers their use. You should also note section 6.
