You'll want to use one of the options under Effects/Time and Pitch.

You'll find a number of choices--the pitch bender will let you imitate a playback device slowing down.  Stretch and Pitch will let you choose to either change the pitch in line with the speed or keep the natural pitch as the speed iis changed.

One thing to remember is that this effect can only be used in Waveform View--makes sense since the algorithms involved are complex plus the changes can affect the sync with other tracks.
