Just to add one more option... go to Edit>Preferences>Playback and in the line saying JKL shuttle speed, select the 'half speed' option and save. Now, you can play anything either forwards at half speed ('L'), backwards at half speed ('J') or stop this  behaviour with 'K'. This does not affect normal playback behaviour controlled by the spacebar at all.

I am not sure from your question whether 1) you have a problem with Audition playing back your audio at too fast a speed and want to correct it to the proper speed or 2) you want to have Audition play your audio at a slower speed as an effect?

Well, to give two answers in one...

If your recording is playing back too fast, that's almost certainly because the playback sample rate is at a different setting than what was used when to voice was recorded.  Diving between video and CD work, it's not unusual to mix 48kHz and 44.1.

Or...if you have a normal recording and want to slow it down, Use the Effects/Time and Pitch effect.   If you use the "Stretch and Pitch" option, you can either change the speed but keep the pitch right or you can change both at once to sound like a recording at the wrong speed.

This is the closest post to what I am looking for. In Premiere, I like to rock the JKL keys back and forth when editing tight spots. When I hold down the K, while pressing J or L it plays in slow motion. I can even hold down K and press J or L once to advance one frame. It feels very natural to me. Adjusting the JKL shuttle speed is close, but not good enough. I am able to edit in Premiere using the keyboard, barely using my mouse, and I am looking for that in Audition. Is there a best practice?
