I need help cleaning of noise a VITAL sound file so I can hear what the voice behind it says

Hi!

I'll explain my problem. A dear friend is going through a rough time with a toxic relationship, and to help cope with it he is drinking too much. Sometimes we send encouraging messages to each other over whatsapp, but he has a hard time doing so, cause his wife doesn't want him to talk to friends and she gets mad at him if she sees him texting. Right now he is in a very low self-steem mode and sometimes he says that perhaps all this he is enduring is just a test he needs to pass to get stronger (and so, doesn't dare to do anything to change the situation).

Some days ago he send me in the middle of the night a quite long audio recording, 8 minutes. He was using the headphone's mic, and it seems something was off, cause the file is flooded with a constant noise and his voice is so thin I can barely distinguish it. After this he got really frustrated, saying it was a very important message and that he had expressed very genuine things that he could no longer replicate in a similar way doing a 2nd audio, and then he got really sad, and i haven't heard of him (nor seen him online) since 5 days ago. I'm really worried, knowing his state of mind, he might think that the universe didn't want me to listen to what he needed to say. I hope that if i can understand the message behind the audio, I can reach out to him and prove him wrong (yeah, i know, sounds like a lot of drama. He really is not in a good spot right now).

I have no knowledge trying to do this kind of things myself. I've really tried, first with audacity, and now with Premiere Pro. I tried to select the first 0.80 seconds, where there is noise but still not voice, as a sample to remove the noise. Then I amplified the sound and after some testing i could even distinguish some spare words, like my name, but not much more, cause the more the noise went away, the more a tweeting mechanical sound started appearing over his voice (is this what audicity calls as Artifacts?). 

So I ask for the help of a gentle soul, who can help me understand what he said. I've uploaded the sound file.

I think this file is probably not savable. I'm going to move your issue to the Audition forum to see if someone can find a way to salvage the file.

I'm afraid Kevin's correct - this isn't salvageable. Even if you remove as much of the 50Hz hum as is reasonably possible, you are still left with a lot of background noise that sounds like other people being there. There's no way you are going to get discernable speech from it, I'm afraid. Also it doesn't help that it's an MP3 file, which will have had a lot of useful low-level information removed as part of the coding process.
