The only references I can find to this relate to running Adobe Bridge, and it's complicated. Does this cause an actual crash?

I am on a PC as well working on a shared network Drive. My IT department thought working on the network drive might be the issue so is suggesting I transfer my files to a local drive. anyone else had this experience? the error message doesn't always cause a crash (sometimes I can just click ok and keep going) but it is clearly unstable. and sometimes it does cause a crash.

Your IT department is almost certainly correct! Basic rule with Audition, and we've said it many times before - never work with remote files. It can cause all sorts of difficulties, simply because of missing access rights to the drive, or also because the thing actually connecting you to the drive is the electrical equivalent of a bit of wet string.
The problem is that when a file is opened or saved, it's recieved or sent as a stream of data, and this needs to be relatively constant. Now, if you open or save files on a local machine, the transfer is completely different, and much more robust. That's because it's essentially a two-way process where each end acknowledges receipt of a block and then sends the next one. This can stand the occasional slowdown in a way that dealing with an audio transfer from or to a remote drive couldn't ever manage.
What we mean by 'local' in this context is a drive directly connected to your machine - so it could be an external USB drive so it doesn't have to be completely internal. The only warning if you use a USB drive is that it should ideally be connected direct to the machine, and not via a hub, as these have also been 'difficult'...

Thank you- I am at the end of very large editing project with 14 separate multi track files that are about to go to a sound engineer for final treatment. If I transfer the entire project over now to a local drive will this fix the problem or I am I now stuck with it? I have in the past worked in wavelab but not adobe (first time user) so was unaware of this issue.

or can you work in the creative cloud folder? or not recommended? at the moment I just urgently need to know how to fix this issue so my multi track files can be used

If you want to fix this reliably, then get the projects onto a local drive. Anything outside the machine reliant on a network connection is liable to cause problems. The only safe way to use any networked device is to create the file you want to save on your local machine, and then transfer that file to the remote storage location. And as a basic precaution you should never leave a master copy of a file in a remote location - this is just asking for trouble.
So if you want to work with a remote file, then download it to your local machine first, rather than trying to open it directly. And if you want to create a file for remote access, then create it on your machine first, and then transfer it.

I am working on a PC and creating local audio files directly in Audition, and I got the same error in the middle of recording narration. Local vs Network files might not be the only issue.

How are you recording? If you are recording in Waveform view (ie, to a temp file), then this can easily be the cause of errors.

It's the waveform view, since It's just audio narration only, and there are no other tracks that need to be added or blended in. Im curious how that view in particular can cause that error?

In Waveform view, recordings are made to a temp file, and not stored in their permanent state until a Save operation has happened. The trouble with Audition temp files is that unless you've located them somewhere where the OS can't get at them, they're vulnerable. They are even more vulnerable if you do things like stopping and starting, and that's why we do not recommend recording in Waveform view at all.
If you record in Multitrack view, your recording goes straight to its final file, which should at this stage be on your local machine. If things go wrong, it's relatively easy to rescue everything up to the point where it stopped. That's something you simply can't do in Waveform view; there's no back-door way into the temp file.
So it's quite simple: The fewer processing steps there are in your recording, the less chance there is of error occuring.
