Have tried several avenues and none successfully. Just would like to move/duplicate my keyboard shortcuts from office computer to my new laptop at home...

It's a copy and replace process. You have to make a copy of your settings folder (or the parts of it that you want to replicate, at least) and replace the existing folder with the copy - you can't just import the settings. By default the path to the settings section is hidden, and you may have to unhide it to reveal it.
The path for PCs is
C:\Users\{username}\AppData\Roaming\Adobe\Audition\{version number}\
For Mac users, the equivalent path should be
/Users/{username}/Library/Preferences/Adobe/Audition/{version no}

So I was able to download the file... but inserting it on the new Windows 11 machine has proven to be a little more difficult As i'm not sure the path to insert... its not the same path(s) as my old computer (windows 10) at work... Do i need to go into the admin file?

The paths on Windows 11 are identical to Windows 10, as detailed above - they haven't changed.

At least for some of the old versions of Audition, keyboard shortcuts are saved in the registry not in appdata\roaming .
computer\hkey_current_user\software\adobe\audition\"version number"\prefs\keys
Export the appropriate registry keys from the one computer and import them into the registry of the new computer. As a disclaimer, perform this procedure at your own risk. A damaged registry can render Windows inoperable.
