Focusrite Scarlett Solo USB audio interface (1st gen). Plugged in Focusrite, downloaded ASIO drivers from their website and restarted computer. Started Audition CC 2018 and changed the audio hardware preferences to Device Class: ASIO and selected the Focusrite as the device. Device says Focusrite USB ASIO (not working).

I notice you say you "Plugged in Focusrite, downloaded ASIO drivers from their website and restarted computer".
I know that the standard advice for the "order of downloading/installing/connecting" these type of devices is: download and install the drivers before connecting the interface, since Windows is likely to automatically install generic USB drivers which, in the case of such relatively specialised hardware as an audio interface, may well be completely inappropriate.
Could that be the cause of the problem here? If so, I think you may well need to uninstall both the ASIO and default drivers (the latter should be possible via Device Manager, Uninstall Driver, the former will, hopefully include an uninstaller). Then restart your computer, install the Focusrite drivers ensuring the interface itself is not plugged in to the computer, then connect the interface and, hopefully, Windows will now install the correct drivers and your interface will work.
OTOH, I could be completely wrong about all this.
