Right now, if I'm in a multitrack session and want to lessen the volume of a selected track I use the shortcut "Silence Time Selection in Selected Clips" and manually adjust the new keyframes to set the volume line to the level I want.
Is there a way to adjust this so it only drops -10db instead of completely silencing, or to create a new shortcut that can do this? There doesn't look to be another shortcut like this and I'm not able to create a favorite as it only affects the multitrack timelines. It comes up enough that it would really save some time.
Any advice for this issue?

Unfortunately there's no way you can create Multitrack favorites, as you've observed. Indeed there are several other issues to do with automation in multitrack that people would like, either as features, or to be altered. The snag is that to do most of them, the system would have to be revised from the ground up - so that the ability to move automation data with clips, for instance, could happen. Your request would be relatively straightforward, but the devs appear to be driven by forces that aren't us when it comes to what gets prioritised... (unless you've bought a million seats)
The best place to put your feature request, incidentally, (because the devs read this) is in the Audition feedback page.
