Can anyone explain the difference between the speech volume leveler which is under effects > Amplitude and compression and Match Loudness? Both these seem to do the same thing which is leveling the volume. So is it okay to use both, or should one be used instead of the other?

I don't know where you got the idea from that they're doing the same thing, because they most certainly aren't!
The speech volume leveler takes a single file of speech, and alters its dynamics according to the parameters you set - so you can set the target volume for it, and how much you level it by, and you can set the dynamic range. It does this for speech, quite specifically.
Match loudness does something different, though. It takes any number of files, and matches them to a preset target loudness - but only by altering the volume of the file and in some cases, peak limiting it - it doesn't touch the dynamics of the body of the file at all.

can you use speech volume leveler first on a track and then use the match loudness in the essential sound panel in a way you normaly use track automation to receive a straight dynamic range .?

I don't see why not, and that would be the right way around to do it, I believe.
