I have uninstalled and re-installed Bridge.
I have rebooted Bridge with Ctr-Alt-Shift, reset preferences, purged all caches.
Under tools, Batch rename is greyed out at the very top of the menu. Ctrl-Alt-R does nothing. Right Click on files that need to be re-named allows me to re-name one file, manually.
Where did Batch Rename go?

Hi, @Ross5E72 Quick question: do you have any images selected? If no image(s) are selected, the Batch Rename will be grayed out.
IF that's not the solution, which Mac OS are you using? Which release of Bridge are you using? Where are the images stored (in Pictures folder?, on Desktop?, on external drive?)

I do have the files/folders selected. Windows work laptop, up to date. Bridge 13.0.4.755. File folders in Box, on desktop, on thumb drive.
***Revelation***
Bridge will batch rename file names, but not folder names. Even empty folders. Folders have to be renamed one at a time.
In all the years I've used Bridge I was not aware of this.
Live and learn.

I had batch rename offer Cancel only. Discovered somehow the folder i wanted it in had disappeared from the rename window. Fixed it by punching the browse button and choosing the folder i wanted the renames to save into
