Batch renaming of jpgs in bridge has stopped working.

I wonder if this could be a Catalina problem...

The batch renaming function is independant from the file format. There is some data that is looked up in the exif data-set, but for the rest it seams to be a simple task. 

I would try the following:

-batch renaming other file formats, like tiff, Photoshop, PDF, Ai files. 

-using a simple renaming formula that does not need reading data from the file.

Your OS and version is a very important information and in addition I'm also interested to see your batch renaming formula.
