Bridge not starting - access denied

Installed Bridge but just will not start (64bit Windows 10) shows error "The operation could not be completed. Access is denied"
Completely removed all Adobe products after running AdobeCreativeCloudCleanerTool.exe with no improvement. Total reinstall after cleaning Program Files folders and common files but still exactly the same - has anyone any good clues on this ??

No it does not matter how I start it, the same error message every time

Do other Adobe programs work? Could it be your antivirus or another security program?

Photoshop Express and Acrobat DC work perfectly
