Bridge won't launch Photos.exe

I have Bridge 14.1.1.274 which I believe is the newest version, and I run Windows 11. Recently, when I try to launch a jpg associated with Photos.exe, the mouse turns to an hourglass and then does nothing...no launch. When I try to launch using Imageglass9.exe, I get an "exception error" (Could not load user settings). Both of these work fine from File Explorer, but not from within Bridge. Until about a month ago, both also worked within Bridge.

I have uninstalled Bridge and reinstalled to no avail. I've also run numerous scans but with no success. Below is a snapshot of the file type association preferences.

Any help?
