I would like to use View, Slide Show and dictate a narration in Bridge. Is this possible?

The Start Dictation command there has nothing to do with Bridge. It's a system command linked to the macOS Dictation feature. You will see that Start Dictation command in any application that uses standard macOS menus, even if the application can't do anything with it. For example, Start Dictation is on the Edit menu in Apple Disk Utility.

No. Bridge is just a slide show and has no audio. You would need to use another program to add audio Such as Premiere Pro. And I don't think Premiere has dictation capability either. You would need another program for that.

Edit: After reading the document I linked to, it looks like one reason Start Dictation appears in just about every Mac application is that you can use Dictation Commands to operate an application by voice. This looks especially useful for those who need to use it as an Accessibility feature. So if you had limited use of your hands you could still play a slide show or format a new drive, by speaking.
