How to get Photo Douwnloader to open automatically in Windows 11

In previous versions of Windows, the Bridge Photo Downloader opened when the card was inserted in the card reader in the PC. After upgrading to Windows 11. nothing happens when I insert a card in the PC.

I found these instructions: "Connect your camera, card reader, or mobile device to the computer using a supported cable. Note: (macOS only) On your Mac machine, you can configure Adobe Bridge to automatically open Photo Downloader when a camera is connected to the computer. Choose Adobe Bridge > Preferences. In the Behavior area of the General panel, select When A Camera Is Connected, Launch Adobe Photo Downloader. Then, click OK."  this seems to say that Photo Downloader will only open automatically in a Mac.

Can Photo Douwnloader be set to open automatically in Windows 11?
