Windows 10 (1903), latest versions of Bridge and ACR. Downloader will not display images from Z6 but Bridge and converter recognize, display and process Z6 NEF files. No issues with NEF from other Nikons or Canon/Olympus raw images. Reset preferences in Bridge, did nothing. When I first got the Z6 I had no problems. I am not sure if this happened after installing the new RAW image extension for Win 10 (which I believe only works in 1903?)--file explorer now displays raw image previews.
I've been following this thread to try to figure out why my Nikon P1000, Z6, and Z50 cameras don't show the photos associated with raw files uploaded to Adobe Bridge through the Photo Downloader - the only thing I see is the file name and the flower icon. However, once the files are down loaded the raw photos are available in Bridge and no issues are presented. That isn't a great user experience as the Photo Downloader in Bridge is not showing the preview of the Nikon Z6 NEF images , we're sorry to hear about this. Let us help make it right.
Please take a look at the troubleshooting steps mentioned in this article Troubleshoot Adobe Bridge for freezes and performance issues and let us know if that helps?

I did not realize I got a reply. I did all of that as well as installing the NEF codec for Win 10 and reinstalling the latest version of the Adobe Raw Plug in. The Bridge downloader still will not show thumbnails of Nikon Z6 NEF files in Win 10 ( works in OSX). Windows File Explorer shows thumbnails as does Bridge itself. The Bridge downloader remains brain dead.

If anyone comes across this looking for an answer to what is not an uncommon problem this is the entirety of Adobe's response to the issue.
Given that I have been using Photoshop since version 7 it was foolish of me to expect actual support from Adobe because that has never been the Adobe way.

As a result of this posting I have been flooded by emails from Adobe--six of them.
Adobe has awarded me various points for starting or answering a conversation. Whatever that means.
No actual support but I got points!!!!

Same issue with me. Suddenly (it use to work just fine a week ago) no Nikon NEF thumbnails showing in the downloader, bridge itself is fine. No idea what changed. Reinstalled the Nikon codec and still no thumbnails.

I was told that the problem should be corrected within the next few updates. At least I now know that there is no preference setting or other Windows 10 setting that I've overlooked.

Any further update to this issue? I have experienced the same since acquiring the Sony a7Riv October 2020. I've assumed the issue is due to the extraordanarily large RAW files produced by the Riv's 61MP sensor and continue to tollerate the issue of missing thumbnails in the Downloader (thumbnails display fine in Bridge, but not so in the Downloader where I'm forced to sort through by date to determine which files are my newest). I search for a resolution periodically but so far no luck.

Well, it has been two years since this bug has been reported and is prominent in several forums across the Internet, including several posts right here on Adobe's site.
The only conclusion that can be made, from the perspective that everything Adobe does today is about profit, is someone has determined it is more profitable for them to ignore this bug. Why? Maybe the $$$ it will cost to fix it, or even more insideous, problems with Bridge will force users over to their highly profitable subscription only Lightroom application. Sad. I have totally lost my trust in Adobe and actively looking for alternatives.
