If a user has only Adobe Bridge installed (which I believe can be obtained 'free') ie. No Photoshop, no Lightroom, no ACR!
Will Bridge display RAW photo files (as edited) IF they are accompanied by an XMP sidecar file that includes those edits ?
This statement at - https://helpx.adobe.com/bridge/using/metadata-adobe-bridge.html would suggest it is possible.
The question arises from a user that cancels a subscription (and loses access to Ps, Lr, ACR), but has saved metadata XMP to the RAW file images.

I don't think so, and besides I think they have crippled Bridge and it needs to have a subscription app like PS or LR to run properly. I think thats the case now.

It's not crippled per se, but it only has its base features: viewing photos. The "motivation" for freeing Bridge came from folks who work in places where people who did NO image manipulation still needed to make decisions on what images needed manipulation. So Bridge was released so they could view photos and tag them for others to work with.
And yes, since Bridge does not work with servers, it's all at a very rudimentary level, a lot of sneaker-ware.
