Weird behavior when using two Transform effects

When using two Transform effects on a clip, and changing both rotations, it doesn't rotate around the anchor point and have a weird behavior.

Here is how to replicate :
1. Apply two Transform effects on a single video or image clip.
2. Change the rotation of the first and second Transform effect to a value other than 0° or 360°.
3. Modifying the first or second Tranfsorm's rotation.

What should have happened :
Normally, and given that I have not modified the anchor point, the first Transform effect should rotate the clip in its center (where the anchor point is), and the same for the second effect.

What happened :
When modifying the first Tranfsorm's rotation, it's rotating and bouncing, as if the anchor point was moving. When modifying the second Tranfsorm's rotation, it's rotating around a point that isn't the anchor point.

I have Premiere Pro Version 25.3.0 (Build 84)
I started Premiere Pro with the reset option (Shift + Clic) and disabled third-party plugins.

OS : Windows 11, version 24H2
CPU : intel i7-13700K
GPU : GeForce RTX 3090
RAM : 64 Go DDR5

 

PS : This bug does not exist on Premiere Pro 24.6.3

I see this behavior in 253 and beta.

The way around is to use rotation from Motion and on Transform.

 

Why would you use two separate rotations?

Hi Ann,

Since my first message I have managed to identify more precisely the cause of the bug and the difference between version 2024 and 2025 :

The bug also appear on version 2024 but only when the Shutter Angle is equal to 0. For any other value up to 360 it's working as it should be.
While on the 2025 version the bug is happening no matter what the Shutter Angle value is.

To answer your question, I use two Transforms effect and animate the rotation to recreate a radial blur natively in Premiere Pro. While the first Transform is rotating with motion blur, the second Transform compensate the rotation of the first one, by making it standstill but blurry on the outside.

And I just firuged out why.

I hope Adobe will know how to fix it 😊!
