When I open a RAW file, the Camera Raw window cannot be found anywhere on the screen - not even showing as a minimum window or a single pixel. It just disappears.
However, the prompt window is still opened. I know it because when I click on the main PS window, it does not respond and gets me the system sound indicating that a subwindow is openend. (same system sound when having "Open File" prompt window open and clicking on the PS main window). And if I hit ESC, it closes the invisible Camera Raw subwindow.
I tried to re-install PS but without luck. None of the window moving methods (e.g. alt+tab, win+arrow key, etc) works.
Windows 11 Pro 22621.1413
PS 24.3
Any help would be appreciated.

I suspect that the Camera Raw window is minimized, and when open it is opened behind the Photoshop's main window.
Is there a manifest file or a registry that I can edit to change the default pixel size/location of the Camera Raw application?

Try resetting the Camera Raw preferences:
Hold down the Command key and select Photoshop > Preferences > Camera Raw (macOS*) or hold down the Ctrl key and select Edit > Preferences > Camera Raw (Windows).
Click Yes in the dialog that asks "Delete the Camera Raw Preferences?"

Did it for me also, thanks a lot.
Even un- and reinstalling Photoshop and Bridge with the cleaner tool didn't help
