There are several ways including using File>Open and selecting a camera raw file, which should then
open in camera raw and after doing any adjustments you wish pressing Open button will open the file
into photoshop proper.
File>Open and selecting camera raw file
camera raw dialog
opened into photoshop itself

For @TammyMJF : in the steps above, you can see from the screenshots that File > Open is actually done in Photoshop. When a Raw file is selected, Photoshop then launches Camera Raw.
Camera Raw is a plugin for both Photoshop and Bridge so you open Camera Raw from the interface inside those apps.

Understand that Adobe Camera Raw is a 'Plugin' for Adobe Photoshop (or other Adobe apps that require a raw 'render' plugin)
Adobe Camera Raw is not a 'stand-alone' app that can be 'opened'.
Adobe Camera Raw is invoked when you select a RAW file to [Open IN PHOTOSHOP].
You can though edit a RAW file (saving XMP) then 'Exit' ACR before opening in Ps.
