How to Rotate Image in Photoshop Camera Raw

A lot of my images have been opening sideways recently and its killing me cause I can't find the rotate option. Apparently I am suppoesd to be able to press 'R' or 'L' to rotate my image but that does not work. I cannot find a tool or button to rotate manually either. I opened this Camera Raw from Photoshop 22.5.6 and running on Windows 10 if that matters. I opened Camera Raw through Filter > Camera Raw Filter.

The rotate function is part of the crop tool, in ACR. If a file is opened through PS, using the camera Raw filter, the crop functions are disabled. So you can't rotate using the R and L keys either.

Are you talking about opening RAW images in Camera RAW from your drive, or using the Camera RAW filter from within Photoshop?  Only the first works OK for me with Windows 10.   If I had a number of RAW files, or any format for that mater, that I needed to rotate, I'd do so from Bridge.  You can Ctrl click multiple images to select them in Bridge, and use the rotate icon at the top of the page.

No, I am opening via the Camera Raw Filter from within Photoshop. My image is fine when opened in Photoshop, but the Camera Raw filter automatically rotates the image for some reason when I open it in the filter.

If the image was opened as a Smart Object and rotated in Photoshop, when it opens in Camera Raw the Photoshop rotation will not take place.

To rotate within Camera Raw, you can use the keyboard shortcuts L and R.

I doubt that anything would be done with this as a feature request, as this is an as designed feature.

I am currently using Photoshop 25.5.1. Initially, I always began working on my files using the Adobe RAW application. Previous releases had the rotation and other rotation and alignment features directly in the RAW editor. This version has removed those features with a limited rotation option and moved them under the Crop Tool but without the feature for preserving the aspect ratio (Contain option).
I find this awkward for my particular workflow. I have been using Photoshop and Adobe RAW for many years.

so what are my the options?

it only does this on stitched images

i have no crop tool icon in my camera raw window.

i'm on a 13" dell and camera raw has never, ever loaded correectly
