I found instructions for installing LUTs in .xmp format, but not .cube. Thanks.

I believe you'll have to use a custom profile to install a .cube LUT's in Camera raw or Photoshop.
The SDK info for creating custom profiles can be downloaded from this link: Digital Negative (DNG), Adobe DNG Converter | Adobe Photoshop CC

This option seems to be gone in Camera Raw v13.0.2. The new Preset window, while containing many new options to match the new layout in ACR, lacks the ability to load a 'Look Table' or a 'Color Lookup Table'. Is there another way to achieve this now?

Did you figure it out? I was able to do it by going under presets and alt clicking (on pc) the paper with the folder corner and that's how I was able to install the cube file into camera raw

Thanks for the update. I suspect this was an issue for me editing false-colour infrared photos, which I've been doing fine for a while, so I presume I solved my issue. I couldn't say how my workflow has been different the past 3 years from before that.

In order to create a new profile based on a LUT, one had to CTRL-Klick the "create new profile" button in camera raw. That button is gone. Any idea how to create new profiles and load LUTs?

Just found it myself. In order to use LUTs (.cube files) in Adobe PS, LR, etc., one has to create a new preset (and load that LUT into the preset during creation):
Move to the preset TAB in Camera Raw and ALT/Option-Klick on "create new preset" Button. That opens a dialog where a LUT can be used to create an new preset.
