Pan over to where the image has space on the side, then zoom in using the scroll wheel. Do a screen capture video.

The team has reviewed this and responded.
The expected behavior is: If the resulting zoom scale is below Fit view scale, the image snaps to center and zooms. If it is larger than Fit view scale, it snaps the image to the edge so that if there is an outside margin, the dark canvas around the image, will no longer be visible.
Is this different than what you are experiencing?

Hmmmm...Based on your descripton, no. The attached video shows the inconsistent zooming behavior of the scroll wheel vs "scrubby zoom." They sould do the same thing, but they don't.
BUT, that is compltely not how Photoshop works, or any other photo editing software! If I'm working on the edge of an image, I shouldn't have to work at the edge of my screen. It's silly.
If this is "designed" behavior, then it is "BAD" behavior. It is also not how ACR used to work.
I don't use lightroom, but I doubt it operates this way as well.
Also, "scrubby zoom" doesn't work this way with ACR either. This is only an issue when zooming using the scroll wheel (or similar gesture) with a mouse.
See the difference on the following video. Please show this video to them to see the inconsistent behivor.
This is what we want: zooming in and out with the scroll wheel should do the same as the "scrubby zoom" function.
