Is there a way to insert a table (with the ability to add text) in a Captivate project?

Not out of the box. To enter text you either need to use Text Entry Boxes or instances of the Scrolling Text interaction.

Another option is to create a HTML table and add the HTML page as a Web object or HTML animation into Captivate.
This would also enable you to load the data into the table dynamically i.e. from a seperate XML, JSON etc file.
