Just to confirm, the camera is being recognized in Photo Booth?
And if you restart your machine and only have Character Animator running, it still shows as "Waiting for Camera"? There are no screen capture utilities running at the time, too?
Phot Booth recognizes the camera, so does Face Time.
After restart it still shows "waiting for camera". I have another webcam that works just fine. I was hoping to get a better quality one, so I got the C920 to replace the old one. No screen capture utilities running, to my knowledge.
Could you try the following to see if this helps at all?
1. Quit Character Animator.
2. In a Terminal window, enter the following command: tccutil reset All com.adobe.Character-Animator.application 3. Relaunch Character Animator, which should re-request access to the camera (and microphone).
The C920 has been a popular option for Character Animator for years, so unclear what might be going on here.
To help us diagnose what might be happening, would you consider providing a log file, as follows:
1. In Character Animator, press Command+F12 to open the Console panel
2. In the Console panel's menu, choose Trace Volume View
3. Click the "Create Log File" button
4. Search for the DvaCaptureImpl row and increase the value from 5 to 8
5. Close the Console panel by pressing Command+F12 again
6. Quit, then relaunch Character Animator
7. Try to access the camera. Also, try toggling the Camrea Input button on and off.

Sorry to hear that your C920 is not working for you with Ch.
I just ran a test with my own Logitech C920 running on my M1 Mac running Ventura 13.4.1(c) with Ch Beta 24.0. The camera is working just fine for me here.
I did take a look at the logs you provided, and it looks like the camera is starting up normally and then being turned off. Can you please see if you can capture logs for when you start the camera, but it fails to start up normally? So just turn the camera on and wait, then report the logs.
I am using a USB hub for the connection, since the C920 has a USB A style plug and my MacBook M1 has only USB C plugs.
What sort of USB hub are you using with your camera? Sometimes what can happen is a USB hub might not provide enough power for the camera to fully start up in the mode we are using it in. So that could be a possible reason why it might work for some apps but not others. If you have a different USB hub you might try using that, or try connecting the camera directly if the plugs match. Also, be sure to try different USB ports as some provide more power than others.
Also, I was wondering if you have installed any virtual camera utils like CamTwist, or if you are using OBS Studio. Some of these tools install camera drivers that make use of unsupported legacy APIs. The results of using these can sometimes be a bit unpredictable.
I did the log how you asked, waited and the turned on and off, switched to the old webcam which works and then back.
The C920 just hangs on "Waiting for Camera" and it doesn't turn on light, like it does with other apps.
As far as hubs, I have 4 diffrent ones on computer, all 4 of them are powered. 2 are USB A, 1 is USB-C and one is USB A and shared on a KVM (That's where the old camera is). I tried all of them and same problem. Unfortunately, I couldn't try directly because I need the hubs that are plugged in directly, if not peripherals go down.

I tried, checked all the apps that use the camera. Went to activity monitor and made sure none of them are running (Which only the web browsers were) quit those, opened Character and still "waiting for camera". I also confirmed there's no startup items that use the camera.
