CA Won't Create a new Blank project or Open an existing one - libgit2 error -4(6/attempt to reinit

Even when clicking "File->New Project" - Naming it "Attempt3" in the case below...I get the following error.  I've read a bunch of libgit2 errors but haven't found any where you can't even create a new one...

Are you using a school account (or similar setup where your user folder is redirected to a shared server instead of a local hard drive)?
