Eyebrows going crazy when I turn my puppet's head

So I've been trying to set up a left and right quarter head turn with my puppet (first time using Character Animator) but for some reason when my character's head switches to either of these profiles, the eyes go crazy like they're not attached like normal eyebrows. They're origins are in the center of the eyebrow image like with the frontal view. I'm not sure what's causing them to spin out of control. Please help. Also the frontal eyebrows don't move indepentantly even though I set them up to do so.

Hi Meg,

I am sure it is a rigging issue. It would help is you post an image of your rigging for both of you Head views.
