Pupils are pulling eyes and face

I'm trying to animate this puppet and the pupils keep pulling on the eyes and face. The pupils are marked as independent in Character Animator, which I thought would fix the issue but it hasn't. What am I missing?

you can see in this pic how the character's right pupil is stretching/pulling on the eyeball and the face.
