Rigging/Tagging Legs and Feet

When adding rigging to a puppets legs: 

I have the following layers (same for right leg)

     Left Leg ->

            Leg - artwork/path for leg

            Foot - artwork/path for foot

I'm having trouble with what layers to add the tags.  So for Leg tags (hip, knee, ankle and sticks) do they go in the outer Left Leg layer or in the inner Leg layer (does it matter which)?

For the Toe and Heel tags do they go in the Foot layer or the Left Leg layer?

Last question, if I want the feet to stay fixed on the ground, do I add the Fixed (thumb tacks) to the foot layer, leg layer, or upper most character layer?

Generally, you want your arm and leg handles on the same mesh. For independent arms and legs, you'll want the shoulders/hips on the parent mesh, not the arms or legs. 

So in this circumstance, I'd put them on your Left and Right Leg layers.

Whichever is the root leg layer is where all of the tags belong.
