Walk Cycle Disfigures Puppets Legs

Hello i have a puppet with very small legs cause it is a penguin. I think regular tags is not working for him. When he walks his legs disfigures. Can someone help me.

I would first try reducing the strength parameter in the walk behavior

Not near a computer to look just now, but another thing on a recent panda is to not use all the ankles and knees etc. The panda looked fine without knees so it was more straight legged walking, but with such short legs it looked fine (to me).
