Is there a way to set one Scheduled Task to run on EST and another Scheduled Task to run on PST?

The scheduled tasks run only in the time zone that the server is in. There is no way to indicate time zones for various tasks. You can run one scheduled task at a one hour offset from a previous task by setting the hour one hour off, or more.
