CFbuilder3 created cf page but runs in Notepad

The first time I installed CB3, it works fine. My workspace is under wwwroot. When I run the project, it runs in HTML.

I have to reinstall CB3 per recommendation from Adobe after I had trouble create CFC using Extension.

After I reinstalled the CB3, the page cannot be loaded in HTML. Instead it returns in Notepad with error message:

The filename, directory name or volume label syntax is incorrect.
