*Connection reset* only on HTTPS for localhost (development machine)

After upgrading from CF8 developer edition to CF9 developer on Windows XP, I can no longer access any HTTPS pages on my localhost.

To clarify, it was working immediately before and failed every time since the upgrade. I can access all other links on my localhost. It is only when I try accessing secure pages.

I have reinstalled the self signed certificate and still unable to view the pages. The default web site has the following settings: SSL Port: 443 and IP Address: Default (all unassigned)

Any help will be appreciated.
