Event Gateway Settings not updating for CF9 Developer Edition

I'm trying to change CF gateway settings via CF Admin -> Event Gateways -> Settings on my upgraded local machine now running CF 9 Developer Edition.

I am trying to reproduce a problem in production that is linked to the number of threads available to event gateways and this is preventing me doing so. It's pretty frustrating.

I thought the Developer Edition was exactly the same as the Enterprise Edition except for the IP restriction. This appears not the be the case as our live CF 9 Enterprise server are not showing this issue. I can't find anything in the docs to explain this. Is it a bug?

    No, I ran into this issue as well.  Damn near makes it impossible to develop and test a messaging solution for my application when I can't develop in an environment that uses more than one thread.  You need the Enterprise license to have more than one thread.
