CMD prompt as administrator

C:\>cd coldfusion11

C:\ColdFusion11>cd cfusion

C:\ColdFusion11\cfusion>cd bin

C:\ColdFusion11\cfusion\bin>passwordreset.bat

Enter 1 for changing Admin Password and 2 for changing Admin Component(jetty)

password :

Follow the prompts then restart CF service.

I did from your instruction.It was changed but asked for new RDS Password. Can you tell me what is the next step?
