Creative cloud stuck at "initializing creative cloud" unless I run it as an administrator

I installed Creative Cloud but it gets stuck at "initializing creative cloud" and then it crashes and says quit or reinstall. I have reinstalled it multiple times. I used the Adobe Creative Cloud Cleaner Tool but nothing works. The only way it works is that I run it as an administrator and even then when it works it says that I have limited access to apps or services. 
Does someone have a fix for this?

Hi @Farhan31569703uq88 Could you please collect and share the Creative cloud logs using Log collector tool.

Additionally, we would also require the host file to investigate this. I have a sent a direct message requesting for the file. Could you share that via DM.

When you say you have an administrative account, do you mean that you're the admin for your Adobe account? Or that you're an admin user on your OS?

Thank you but what about the first problem?
I have an administrative account but I still need to run it as administrator.

My account type is administrative. I have administrative permissions.

Hi @Farhan31569703uq88 , you need to have admin permissions on the machine to install the Creative Cloud app since it's installed in protected space for security reasons.

 

For the second issue you mention about limited access to apps or services, can you check on https://account.adobe.com/plans to verify the plan for your account? Could you also share a screenshot of what you're seeing in the Creative Cloud app that indicates limited access?
