Has anyone else ever gotten this message? I'm getting it on one of my registered systems and I can't figure out what the issue is. It's an ancient account (going all the way back to 2014) so I'm pretty sure it's not because of whatever modern-day limitations Adobe as imposed, but short of that I'm stumped.
Things I've tried:
Anybody know what I need to do to fix this?

I can't tell--the Adobe cloud app doesn't show the gear icon where it's supposed to.

search for Creative Cloud Files + <account type> + <profile_name> + <email> + <GUID> (for example: Creative Cloud Files Personal Account email@abc.com ####@AdobeID).

I'm on a PC, but I did find it in my User folder:
The folder name is: "Creative Cloud Files Personal Account [redacted e-mail address] [redacted member ID] @AdobeID"

in that one computer? if so, do you remember where you saved your sync folder?

I've never manually set up any kind of sync folder, and whatever Creative Cloud is trying to pull from is whatever the default folder is. Even if there was somehow some secondary folder, the method I used to uninstall the Creative Cloud app was Revo Uninstaller, which removes any and all registry keys along with everything else. The act of reinstalling the app should've reset it to default.

search your os drive for "creative cloud files"

The only one that turned up is one adjacent to the one we found earlier, with my e-mail address and member ID in the folder name. The "Creative Cloud Files" folder is empty.

at least try the reset. i'm not sure it's worth trying anything more involved.
reset the cc desktop app by making sure it's in the foreground, then press:
Win: Ctrl + Alt + R
Mac: Cmd + Opt + R
if that fails, repair per https://helpx.adobe.com/download-install/kb/creative-cloud-install-stuck.html
if that fails and you have windows, open your control panel > add/remove programs > cc desktop app > repair
if that fails, uninstall using the correct uninstaller from https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html#sa_src=web-mes... and then reinstall using*
if that fails, do a clean cc install carefully following each applicable step:
uninstall every cc app including preferences per https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html
then uninstall the cc desktop app, again using the correct uninstaller per https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html#sa_src=web-mes...
clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html
check for, and if available, update your os
if windows is your os, repair all ms visual c++ versions that can be repaired (use google if you don't know how to do this)
if windows is your os update your ms visual c++, if it can be updated (use google if you don't know how to do this)
restart your computer (don't skip this)
reinstall the cc desktop app using the "alternative download links" at the bottom of the page at https://helpx.adobe.com/download-install/kb/creative-cloud-desktop-app-download.html
use the desktop app to install your cc programs/trials
NOTE: win 11 users that have trouble with the latest win 10 installer often have success with the older win 10 installer.

I've used the Adobe cleaner tool and reinstalled, to no avail. I really don't want to clean all the apps I have because I've got legacy versions installed (including AE2019) and it's a huge hassle to get them back.

I'm so glad to have read your reply and followed the links you posted, but my stomach sank when I ran across the following on https://helpx.adobe.com/creative-cloud/kb/eol-creative-cloud-synced-files.html
"Creative Cloud Synced files are being discontinued. Starting February 1, 2024, Adobe will begin to discontinue Creative Cloud Synced files for all free and paid personal users not associated with a Creative Cloud for Enterprise or a Creative Cloud for Teams business account."
Yeah, no - I didn't get that memo. I've spent two days trying to figure out where the gear icon went, why there are only a handful of files in my CC online file, and why I have a folder named "Creative Cloud Files + <account type> + <profile_name> + <email> + <GUID> (for example: Creative Cloud Files Personal Account email@abc.com ####@AdobeID)"???
I mean, the local folder still had all of 31GB+ of my creative accumulated since 2016, but the Creative Cloud online account files contain a random 24 files with lots of EMPTY FOLDERS.
I just assumed all this was being synchronized, and were it not for dealing with other storage issues, I never would have noticed. By the way, scratch OneDrive off your list of reliable cloud storage services - but I digress.
My bad - I just assumed the unchanged monthly charges to Adobe on my card still include the services I've paid for since 2016. Silly me, I definitely should have:
"Please refer to an email from Adobe with the subject line Discontinuation of Creative Cloud Synced files for the date of discontinuation specific to your account."
I mean, who reads those pesky email thingies nowadays?!? Between every GD app blowing up our phones and desktops with "notifications", texts, phone calls or OMG some "manager" poking their head in "get your feedback on the core hours" memo - we barely have time to do real work. But they we have time to filter through all their their stupid marketing messages just to see if there's a major service change happening? (see Exhibit A, below)?!?
By virtue of an email Adobe unceremoniously cut the umbilical on my personal Cloud Storage around March-ish this year, apparently. Other than the enigmatic disappearance of the gear icon from the files screen I probably wouldn't even have noticed - until I went looking for a backup after some kinda hardware crash.
Anyways thanks for your comment that led me to a reality smack up side the head that gave me time to fix it (Google Drive for the win) and for listening to my rambling.
