So often when seeking Adobe support, I get the following message, asking me to nominate my location, sometimes twice in a session. Adobe knows where I am. Why doesn't it default to my location?
Based on your location, we think you may prefer the Australia website, where you'll get regional content, offerings, and pricing."

Hi!
There are a few differences in language, depending on where you live. I was answering a post last week and found out that even though English is spoken in the US and Great Britian, there are some subtle differences in the regional settings such as spelling and color printing profiles. They are determined by the language you chose when you installed Photoshop. I think you might be running into this because of what you chose when you installed the program. What region did you choose when you installed Phtoshop?

The country associated with your adobe id must match the store you purchase from and must match the payment address. otherwise, change what's necessary:
