Adobe Portfolio responsiveness inconsistency with text boxes

Hello,

 

I have an issue where text boxes which are formatted exactly the same are functioning differently. I've set the width of boxes to 60%. Some, when viewed on mobile or when the browser is made narrower, are responsive and switch to 100% width (I assume this is the correct functioning). However, others maintain 60% width even on mobile or narrow browsers. I've attached a picture of the problem and the settings for both boxes, which are identical. 

An example of where this is happening can be seen here: https://aramarratoonian.co.uk/compass-resourcing where the first two title + paragraph boxes are always at 60% width, and the third box is responsive and adjusts itself to 100% on mobile. This problem seems to appear on any browser I try.

Does anyone know why this is happening or how to fix it one way or the other? I just need them to be consistent so my website looks neat!

Yes, I know, that is the question I'm asking: why are they producing different formatting when in the editor both boxes are set to the exact same settings. Futher pics attached as proof.

the code used is not the same.  what you see may be the same and why that is true would require understanding the inner workings of portfolio.
