I am currently a graphic design student. I began creating my portfolio using Adobe Portfolio, but I was unaware of the fact that to publish the portfolio, I need to choose a plan and pay. Is there any way I can publish my portfolio without paying?

no, you would have to buy some plan like the photography plan. Or you could take leverage of the student plan. I think it is also possible to use Behance. It is usually synced to adobe portfolio but i think you could use it by itself.

Does anyone know if this is the right answer? All the adobe websites say that Portfolio is included with all of their creative cloud plans, even students.. and I didn’t see a way to bring over my adobe portfolio to Behance... Im in the same situation as the OP. I made my website thinking it was included with my plan, only to discover that it’s $10 a month, and comes with photoshop and Lightroom, which I already have for sure.

It is the right answer. ANY CC plan where you pay includes portfolio. Adobe Portfolio | Build your own personalized website - says free with creative cloud... That should also include single apps. But the student's All apps CC plan is in no way different than the individual All apps CC plan, except that there is a special price.

OP did not have a plan, only the free Adobe id.
