After installing the Adobe programs from Creative Cloud, it turned out that they do not support the Arabic language
The list you mentioned above is outdated, luckily, Adobe After Effects can be included in the second group which has good/decent Arabic support.
It is a matter of choosing the following from the Language List: English يدعم العربية before downloading any Adobe program, only then the installed application will display Right-to-Left features and options.

once you purchase Adobe CC subscription, you may download a Middle Eastern package*. However not all applications supports Arabic fully, for instance here is a list of applications where Arabic is fully supported:
Photoshop
Illustrator
InDesign
Here is a list of applications that supports Arabic to a good extent,
Acrobat DC
Dreamweaver
Animate
Premiere Pro
Muse
And here are applications that lacks Arabic support

here's how to download, Find and install Hebrew or Arabic editions of InDesign or Illustrator (adobe.com)
if you already have non-arabic versions installed, uninstall them (Uninstall or remove Adobe Creative Cloud apps), change those preferences and then re-install.
