I'm a graphic designer and illustrator, primarily for print. I need to rebuild my website (basic, portfolio). Which Adobe Suite program/app would be best for  someone like me without coding or html?

Nope.  Muse is discontinued.  They ended development in 2018.  Even if you could get access to it, Muse is way too outdated for building modern websites.  There are much better drag & drop tools available.  Webflow, WordPress with Block Themes, Squarespace, etc...
