Blurry text from scan

I have old bridge plans that were poorly scanned and saved as a pdf. The text on the scans are blurry and not accurately legible and the original plans have been destroyed. Is there any way to make the text legible?

When you post a question you always need to tell the Adobe program you are using
There are MANY programs in a full subscription, plus other non-subscription programs
Please post the exact name of the Adobe program you use so a Moderator may move this message to that forum

 

HOWEVER... I am 99% sure that you can't 'fix' a bad scan

George Fuechsel, an early IBM programmer and instructor coined the phrase to explain that a computer merely processes what it's given.  The quality of output is determined by the quality of input.  OCR or Optical Character Recognition software can't create something from nothing.

 

Short of tedious manual redrawing by a skilled human, I don't see much salvage potential here.  Sorry.
