Hello
Prior to that I already had Adobe Cloud on my laptop, but the screen was lagging and couldn't run it with every attempt, therefore I did all the below solutions:
1- Delete and re-install (Now it won't even pass 1% installation)
2- I deleted my anti-virus program.
3. I tried turning off windows defender firewall (nothing changed)
4. Shut down and restarted the comupter million times.
But since I can't enter some adobe links (such as https://creativecloud.adobe.com/apps/download/photoshop) I figured out that the adobe cloud services are blocked and I don't know how to make it work, I'm not that good with computers therefore I'm not sure if I have followed some of the solutions correctly on the internet such as how to allow a website through command prompt, I kept copying and pasting adobe links blindly not knowing whether how it's actually working and nothing changed.
Please help me I desperatly need to work on Photoshop asap.

Press the Start key, enter Services in the search bar, and then press Enter to open Services.
In the list of Services, right-click on Credential Manager.
Select Restart.
If the solution isn't working for you, try restarting your device.
Press Command + Spacebar to open Spotlight, enter Keychain Access, and press Enter.
If the keychain is locked, select the login icon in the upper-left corner to unlock it.
If the keychain is unlocked, select the icon once to lock it and then again to unlock it.
If prompted, enter your password to lock or unlock the key.
If these steps are not working, sign out of your device and sign back in.
Ideally, the login Keychain has the same Password as the user account. So, when the user signs in to the system, the login keychain is automatically unlocked. There are two more possibilities:

if you're still seeing a 207 error, contact adobe support via chat so they can check your computer.
there are 2 ways to contact adobe; chat and twitter (now x):

use a browser that allows popups and cookies

in the chat field (lower right), type AGENT
be patient, it can take quite a while to reach a human.

suspend any firewalls you have, esp win defender and retry.
