I work on a Mac desktop (running Ventura 13.5.1) and a MacBook (running Monterey 12.6.1) at various times throughout my work week. Today, I noticed that my CC Library on my laptop isn't updated to what I've been working on via my desktop. Even though when I go into the CC app (on both devices) it says the file sync is up to date.
I'm not able to work on my files in Photoshop on my laptop because it's missing linked library assets. When I go to view my Libraries via the CC app on my desktop, I see the updated assets I've recently loaded. When I go to the same view on my desktop, it doesn't have any of the new stuff I've added.

is there an indication that the libraries are trying to sync?

The crazy thing is that both libraries say they have successfully synced. But the one library isn't actually updated with the current assets.

reset the cc desktop app by making sure it's in the foreground, then press:
Win: Ctrl + Alt + R
Mac: Cmd + Opt + R

Yep, did the reset on both my desktop and laptop as well as made sure to restart both computers and neither fixed the issue. Here's an image of both screens in the CC app:
I'm logged in on both computers with the same Adobe account but my laptop just hasn't updated for a very long time.

I'm trying to show that on my laptop (bottom screen) and on my desktop (top screen), I'm logged in with the same account but the library for that client is not syncing and being updated. The desktop has the most current editions but those are not showing up on my laptop.

on problematic computer,
first, update your os and then restart your computer.
if that fails, and you have a mac, grant disc access to your cc desktop app - system preferences > security & privacy > privacy > full disk access > cc desktop app (in the midst of this step if you see an alert about granting cc libraries disk access, allow it and you're dont)
if that fails proceed to the following steps:
quit all Adobe related products
kill all the CCLibraries processes in task manager (win)/activity montor (mac).
Delete all folders that start with “CC_LIBRARIES_PANEL_EXTENSION_xx_xx_xx” in this location*
